Restart Steam to allow the file to be recreated. once that's done launch the Skyrim launcher and it should start downloading, note it may only say "downloading" for 8 or so then flip to "finished synchronizing" it seems to be something screwy in the tool tip cause mine is still downloading. This makes it easy to find them again after this next step! Next Unsubscribe all your Workshop Mods. After that you need to go to those Data Files where it shows your mods list and HIGHLIGHT each previously subscribed mod, then hit the Delete button.
Do this for all of them. Once they are all deleted close steam, restart your PC. After that you can go back to the Workshop and click the link in there for your favorited mods and Re-subscribe to them.
